King’s Lynn Masterplan
Welcome to this public consultation on the King’s Lynn Masterplan, which will guide the regeneration and future development of King’s Lynn over the next 20 years.
Please take your time to read through the information on these pages before viewing the exhibition boards and completing a short questionnaire to help us shape the future Masterplan proposals.
Why are we developing a Masterplan?
King’s Lynn has been selected as one of 75 towns across the UK to benefit from the Government’s Pride in Place Programme, which will unlock up to £20 million of additional funding for the town over the next 10 years.
In 2024 and 2025, the Neighbourhood Board undertook extensive engagement to inform an ambition, vision and priorities for the town. The Masterplan is the next step in the process which will bring together opportunities identified from previous plans, strategies and studies into one updated clear, cohesive vision for the physical regeneration of the town which reflects the priorities of the Neighbourhood Board. It will become the overarching blueprint for King’s Lynn: ready to attract private investment and respond to opportunities that may arise over the coming years, including devolution for Norfolk and Suffolk.
What is being consulted on?
The Masterplan is currently under development and a full draft of the document will be consulted on in 2026. In advance of this, following initial input from stakeholders and community groups across the town, we are seeking feedback on:
- Six Masterplan strategies guiding the location and characteristics of potential new development, and improvements to transport, access, public realm, heritage interpretation and natural environments across the town.
- Regeneration at six opportunity sites – the former Debenhams, St James Swimming Pool, Common Staithe Quay, Church Street, the Port and Timber Yard area, and West Lynn (former Del Monte and dredging sites).
- Design proposals for mixed-use development at Boal Quay.
- Design proposals for the riverfront, taking into account previous comments on the design for Devil’s Alley which has been reviewed with the community and other stakeholders.

How can I have my say?
The public consultation is being held from Monday 8th December 2025 to Friday 16th January 2026. We also hosted a Live Teams Launch Event at 6pm on Monday 8th December. where the appointed masterplan team from BDP outlined the proposals in more detail alongside officers from the Borough Council.

Exhibition boards and a paper copy of the questionnaire will be on display at the Tourist Information Centre (Stories of Lynn, Saturday Market Pl, King’s Lynn PE30 5DQ) throughout the consultation period. Drop-in events will be held at the following times and places, with an opportunity to speak to the team developing the Masterplan:

What’s next?
After this public consultation, the feedback received will be used to develop a full draft of the Masterplan which will be consulted on in the coming months. The final Masterplan will be used to guide future funding, investment and policy for both short-term improvements and long-term regeneration ambitions for King’s Lynn over the next 10-20 years.
Pride In Place
King’s Lynn Neighbourhood Board has placed the voice of local people at the heart of its work to shape a Ten Year Vision and Investment Plan for King’s Lynn, working together for the long-term future of King’s Lynn.
It is an approach that the Board will continue to take for the lifetime of the Pride in Place programme in King’s Lynn, with further focus on community development, skills and involvement set to mean that local people will take the lead in the future of their town. Previous Consultations
An extensive consultation as undertaken during summer 2024 for the previous government programme, Long Term Plan for Towns. We would like to say a huge thank you to everyone who took part and had their say – your feedback is so important and it will help to shape future decisions and plans about how money is invested in the town under the new Plan for Neighbourhoods programme launched in Spring 2025.
We had around 1,100 people take part in either the survey, or at an event, or through another activity. This included 517 people who had their say in our survey. We were also delighted that so many young people were involved and we ran a number of events and activities so that young people could share their views. This included 350 surveys which were carried out with young people, as well as young people workshop sessions.
Here are some of the key findings that we found out from the consultation:
- King’s Lynn’s rich heritage and history is what people like most about the town – and people think there is opportunity to promote these heritage assets and stories more.
- The riverfront / waterfront / quayside is considered ‘the best and strongest’ aspect of King’s Lynn’s heritage;
- Feedback suggests that the town could be making more of its assets and could bring to life its heritage;
- There is a desire for a more appealing town experience, and the biggest priority for improving the appearance of the town centre is bringing back into use empty buildings and shops.
- There is a desire for a better shopping experience and a ‘thriving and vibrant’ town in the long-term.
- There is interest in funding being put towards community and sporting activities, such as a public events programme. An improved sports offering would be welcomed and there is interest in support for community and voluntary groups and projects.
