King’s Lynn Masterplan

The King’s Lynn Masterplan will guide the regeneration and future development of King’s Lynn over the next 20 years.

The second public consultation on the draft full Masterplan is now live from Monday 11th May 2026 to Monday 8th June 2026. This draft of the Masterplan is informed by the first public consultation as well as a series of engagement undertaken with statutory consultees, local interest groups, and residents and businesses within King’s Lynn and the outcomes of previous consultations on proposals for the Pride in Place Programme. The draft Masterplan takes what people in King’s Lynn have said is important, and turned it into a plan for how the town should develop. Please take your time to read through the information on these pages and  consultation material to take part.

Why are we developing a Masterplan?

The Masterplan comes at an exciting time for the regeneration of King’s Lynn. It’s a chance to pull existing projects together with new initiatives, to create changes that will make a huge difference.

King’s Lynn is already feeling benefits from projects progressed through the Towns Fund, including the new Library and renovation of the St George’s Guildhall.

In 2024, King’s Lynn was chosen as one of the towns to benefit from the Government’s ‘Pride in Place’ funding, unlocking up to £20 million over the next 10 years. This work is being led by the King’s Lynn Neighbourhood Board. The Masterplan shows how the Neighbourhood Board’s ambitions can be achieved through the regeneration of buildings and spaces in the town centre.

What is being consulted on?

The Masterplan has now been developed to a full draft , we are now seeking feedback on the draft Masterplan as a whole which includes the following parts:

  •  1 vision for the future regeneration of King’s Lynn
  •  6 strategies for improvements across the town centre
  •  24 sites for delivery of the ambition in the short, medium and long term including new homes, non-residential floorspace and public realm and open space.
    • This includes 11 opportunity sites across the town; Riverfront Public Realm, Sommerfeld & Thomas Warehouse, Boal Quay, Common Staithe Quay, St James Swimming Pool, Former Debenhams, Port and Timber Yard, West Lynn, Land North of Wisbech Road, Church Street Car Park and the Southgates Regeneration Area.

How can I have my say?

The public consultation is open from Monday 11th May 2026 to Monday 8th June 2026.

Physical questionnaires will be available at the Council Office at the Customer Information Centre – King’s Court, Chapel St, King’s Lynn PE30 1EX.

What’s next?

This public consultation focuses on the draft masterplan as a whole plan with more detailed proposals for sites and developed strategies. The feedback received will be used to refine the Masterplan further. Following this, the Masterplan will then begin a process for formal adoption by the Council, passing through final scrutiny and then adoption into the Autumn. The final Masterplan will be used to guide future funding, investment and policy for both short-term improvements and long-term regeneration ambitions for King’s Lynn over the next 20 years.

Previous consultation

The first public consultation was held from Monday 8th December 2025 to Friday 16th January 2026. We also hosted a Live Teams Launch Event at 6pm on Monday 8th December. where the appointed masterplan team from BDP outlined the proposals in more detail alongside officers from the Borough Council. King Street Plans

Highways safety and public realm improvements to the street outside St George’s Guildhall are planned, as part of the venue’s exciting renovation as a local, regional and international centre for arts, creativity and theatre.

Work is well underway on-site to sensitively preserve and enhance St George’s as an inspiring venue for everyone to enjoy, with a new food and drink offer, home for creative industries and year-round programme of performances, events and education programmes.

Why upgrades to King Street are needed?

With a significant increase in visitors expected when the Guildhall reopens in 2028, our important plan for the stretch of King Street outside the venue aims to improve public safety, make the historic building more accessible for all, and enhance its wider setting.

We’re setting the scene for a major heritage destination and these upgrades will ensure we can welcome many extra people of all different ages and physical abilities. This includes large numbers of children and young people as part of our extensive education programme.

What’s planned?

The plan for King Street includes:

  • Widening the narrow pavement area to improve safety for pedestrians and road users, using high quality, appropriate finishes
  • Six bicycle racks to support active, sustainable transport
  • A dedicated delivery/loading bay for theatre sets
  • New benches and a sculpture outside the main entrance
  • Two stone block seats framing the Guildhall site, offering long views towards Tuesday Market Place
  • Four new street trees, to enhance the visual setting and air quality, provide shade and support biodiversity.

While all highways work comes with technical, financial and spatial limitations, we are achieving a lot with this plan, and we’re really proud and excited to share these plans with yourself and the whole community prior to formal submission.

As the flagship scheme of the King’s Lynn Town Deal Programme, the St George’s Guildhall and Creative Hub Project is led by the Borough Council, in partnership with King’s Lynn Neighbourhood Board, Historic England, the Guildhall Charity and Norfolk Museum Service, in collaboration with the National Trust who own the freehold of part of the Guildhall site.

The public consultation was held from Monday 23 March 2026 to Friday 17 April 2026. During this period, people were able to share their feedback online.

They were also invited to speak with the project team at an information drop‑in day at 29 King Street on Wednesday 25 March, from 10am to 3pm. The exhibition boards then remained on display at 29 King Street, from 11am to 3pm every Monday to Saturday, until Friday 17 April.

Pride In Place

King’s Lynn Neighbourhood Board has placed the voice of local people at the heart of its work to shape a Ten Year Vision and Investment Plan for King’s Lynn, working together for the long-term future of King’s Lynn.

It is an approach that the Board will continue to take for the lifetime of the Pride in Place programme in King’s Lynn, with further focus on community development, skills and involvement set to mean that local people will take the lead in the future of their town. Previous Consultations

An extensive consultation as undertaken during summer 2024 for the previous government programme, Long Term Plan for Towns. We would like to say a huge thank you to everyone who took part and had their say – your feedback is so important and it will help to shape future decisions and plans about how money is invested in the town under the new Plan for Neighbourhoods programme launched in Spring 2025.

We had around 1,100 people take part in either the survey, or at an event, or through another activity. This included 517 people who had their say in our survey.  We were also delighted that so many young people were involved and we ran a number of events and activities so that young people could share their views. This included 350 surveys which were carried out with young people, as well as young people workshop sessions.

Here are some of the key findings that we found out from the consultation:

  • King’s Lynn’s rich heritage and history is what people like most about the town – and people think there is opportunity to promote these heritage assets and stories more.
  • The riverfront / waterfront / quayside is considered ‘the best and strongest’ aspect of King’s Lynn’s heritage;
  • Feedback suggests that the town could be making more of its assets and could bring to life its heritage;
  • There is a desire for a more appealing town experience, and the biggest priority for improving the appearance of the town centre is bringing back into use empty buildings and shops.
  • There is a desire for a better shopping experience and a ‘thriving and vibrant’ town in the long-term.
  • There is interest in funding being put towards community and sporting activities, such as a public events programme. An improved sports offering would be welcomed and there is interest in support for community and voluntary groups and projects.
